Why does vista keep clearing my wallpaper?

I set the wallpaper and an hour later it's just a black background again. It's a fresh install, and has Avira, and the only software that's running is WMP. I haven't actually seen it clear the wallpaper, because it always waits till I'm not looking, but generally the wallpaper doesn't last more than an hour. Any ideas?
