Toshiba laptop fix!!!?

Okay I have a toshiba laptop that has windows vista on it. And when i go to start it, all that happens is that first "Toshiba leading innovation" comes up on the black screen. I really need help on fixing this I've tried my recovery CDs and pressing f8 to got to safe mode or laptop repair (but it will not let me do that). So any help can work please and thanks.!
